Project Description

As part of the development of transport infrastructure and regional integration, the major road transport corridor connecting the port of Lagos (Nigeria) on the Atlantic Ocean and the port of Mombasa (Kenya) on the Indian Ocean has been identified. The corridor, known as the TAH8 (Trans African Highway), is one of nine trans-African corridors recognized as priorities for the implementation of the African Union's Agenda 2063. The corridor will connect the countries crossed, namely Nigeria, Cameroon, the Central African Republic (CAR), the Democratic Republic of Congo (DRC), Uganda and Kenya, by a paved road, to the two commercial ports.
The Oubangui River, the largest of the tributaries of the Congo River, represents a major obstacle to overcome for the development of this corridor. The construction of a crossing structure for this river will meet this challenge. In this context and with the aim of strengthening their economic cooperation and accelerating the regional integration process, the Governments of the CAR, the DRC, the Republic of Burundi and the Republic of Uganda have decided to interconnect their transport networks by improving the missing sections in the corridors they share in common.

The general objective of the project is to:
- ensure the continuity of the transport chain on the Lagos-Mombasa trans-African corridor (TAH 8) and of traffic along the Kisangani-Bujumbura corridor;
- reduce transport times and costs on the Bangui-Kisangani-Kampala and Kisangani-Bujumbura corridors ;
- facilitate the movement of people and goods at the CAR / DRC, DRC / Burundi and, DRC / Uganda borders.
The specific objective of the studies envisaged is to carry out technical and institutional studies with a view to determining the best technical, economic, financial, institutional, environmental and social options for the construction and management of a crossing of the Oubangui river. and the feasibility of developing the missing links of the Zongo-Kisangani-Kampala & Kisangani-Bujumbura road links by paved roads.

Services Description

The services of the Consultant, within the framework of these studies include the following:
a) for the bridge over the Oubangui river
i) preliminary design studies (APS),
ii) economic feasibility studies,
iii) environmental and social studies,
iv) legal and institutional studies,
v) detailed preliminary design studies (APD),
vi) studies to connect the bridge to existing road networks on both sides of the river;
vii) the development of tender documents (DAO) for the selection of companies for the construction of the bridge, and design offices for the control of the works;
viii) the study of the institutional framework and proposals for an institutional structure for the monitoring and coordination of the planned developments, and a legal mechanism for the management and operation of the future bridge.
b) for the Bangui-Kisangani-Kampala & Kisangani-Bujumbura road corridors
The studies mainly consist of the development of a Basic Pre-Project (APS) for the development of the Bangui-Zongo-Kisangani-Kampala & Kisangani-Bujumbura road corridors, bridges over the Urwimi river near the agglomeration of Banalia and on the Mongala river between the localities of Bunduki and Bumba and the sites of large-span structures constituting points of interruption to traffic.
