Project Description

The overall project objectives are to:
i. Evaluate the implementation, performance and impact of the Third phase of the road sector development program (RSDP3) and the investment undertaken between 2012 and 2019;
ii. Evaluate the impact of institutional reforms; and
iii. Update the third phase and formulate the fourth phase of the road sector development program (RSDP3) to cover a revised 10-year timeframe.
The specific objectives of each component are:
1. Review of the RSDP3
• Assess all aspects of RSDP3 performance covering the institutional, strategy, financial, environmental, road development and maintenance plans qualitatively and quantitatively based on targets set in the RSDP3.
• Assess the macro-economic impact of the roads investments and draw up important lessons.
• Highlight the major challenges and lessons learnt during the implementation of the RSDP3 and make recommendations and strategies for improved performance for the updated RSDP; and
• Assess the investment in the road sector from 2012 to 2019.
2. Institutional Reforms
• Critically assess the performance and impact of the planned institutional reforms in RSDP3 on the overall performance of the RSDP3.
• Critically review the development in the period 2012 to 2019; and
• Based on the assessment results in 1 and 2 above, recommend the aspects of the institutional reforms that need to be consolidated and the new ones essential for smooth implementation of the Updated RSDP3.
3. Update of the RSDP3
• Prepare a strategic program of physical investments and maintenance along with required road investment strategy, road policy directions and institutional reforms taking into account the lessons learned during the previous RSDP (RSDP3).
• Taking all the foregoing into account, prepare a 5, 10 and 15-year rolling plan of action (Updated third phase of the RSDP) including scenarios analysis and the development framework for the road sector incorporating Bridges. Axle Load Control Management, Road Safety, Ferries and Landing Sites and. institutional Reforms.
• Using the appropriate economic model, identify and prioritize the coming 10 years road investment (upgrading. Rehabilitation, etc.) with due consideration of the present and future economic development of the country; and
• Update the current RSDP3 to cover a 10-year period and recommend whether to name it an updated RSDP3 or a new rolling RSDP4.
